Clinical Data Management for Federal Healthcare IT

Our VHA contract at J P Systems, Inc. supports critical patient care and patient safety operations. Our HealthcareInformatics team provides substantive, imperative technical support to several operational VHA patient record systems & the Joint HIE. We have for 9 years performed very highly specialized Clinical Terminology, data standardization, clinical data quality improvement, and enterprise architecture work needed to keep many VHA electronic patient records systems and Joint VA and DoD Health Information Exchange (JHIE) systems functioning properly. We also produce the drug terminology called MED-RT which is distributed all over the country and hosted at NIH.
Health Information Exchange Management for Federal Enterprises
Our Health Informatics and Health Information Exchange management (HIE) work on the VHA Terminology Standards Support contract for the VHA is very complex and requires a large cadre of Subject Matter Experts (SMEs). Concurrently, our pilot projects with VHA and FDA are groundbreaking as we have designed a way to increase automation of drug pharmacovigilance electronically instead of manually. We also support patient care and patient safety functions by replacing the manual reporting of VHA drug adverse events to the FDA with electronic messages instead of faxed forms.
Our modernization of VHA systems, clinical data quality improvement, and interagency clinical data exchange pilot projects with the FDA and the state immunization exchange program are all critical for VHA patient care operations. We have modernized many VHA systems workflows and have reduced manual labor to save the clinician’s time.
Clinical Data Quality Improvement
Our work in clinical data quality improvement changed the entire world of Healthcare IT as we motivated all major EHR vendors to look closely at the CCDA messages and data they were sending to VHA and analyze and improve them. This affected 22,000 commercial hospitals and clinics who send data directly to VHA.
Standards Based Data Exchange for State Immunization Registry Coordination
We have recently automated the reporting of VHA vaccine administration to all 64 of the state Immunization registries systems (IIS). Our software engineers have also made possible an automated exchange of the immunization data back from the state IIS exchanges directly to VHA. The immunization record is inserted automatically into the VHA patient record systems, so VHA doctors know which vaccines their patients have received just before patients show up for their VHA doctor office visits.
How we do it
By continuously incorporating stakeholder feedback, we deliver faster results for health informatics users. We design systems with de-coupled code modules from back-end databases, enabling reusability and significantly reducing software engineering costs, complexity, and risk.
JPSys actively represents clients at Health Level Seven International (HL7) standards development meetings. We contribute to specifying and developing Fast Healthcare Interoperability Resources (FHIR®), a robust standard for exchanging electronic health information. HL7, the organization managing this standard, has recognized JPSys employees Galen Mulroney and Jay Lyle as HL7 Fellows.

Transforming the legacy fax-based VA Vaccine Adverse Event Reporting System (ADERS) into an automated, near real-time FHIR messaging system, in compliance with the 21st Century Cures Act Final Rule for FHIR API implementation.

Delivering a blueprint to the VA Pharmacy Benefits Management office for integrating state immunization registry histories and clinical documents from non-VA providers into their enterprise Pharmacy web application.

Mapping HL7 FHIR for an Apple Health mobile solution that allows patients to access their clinical health records via smartphones.
We build data exchange systems to be automated, reusable, extensible, and scalable. Our solutions apply IT best practices from requirements definition through user acceptance testing, following the agile Scrum framework and the SAFe methodology for aligning business and technical goals.

Jackie Mulrooney founded J P Systems in 1983 to provide software services to commercial and federal clients. In 1998, Galen Mulrooney joined the company. Then, the focus shifted to Federal healthcare IT, data architecture, data quality improvement and clinical terminology services. J P Systems is an award-winning certified Woman Owned Small Business (WOSB) and a prime contractor to the Federal government.
We provide professional services for enterprise-wide coordination of clinical data interoperability and standardized data exchange. Furthermore, we specialize in HL7 data standards development, standardized reference terminologies, stakeholder engagement, and data modeling.
Proper data interoperability planning enables the clinical data to move safely and reliably. Patient safety requires that clinical data moves at the speed of care. It is the nature of Electronic Healthcare Record (EHR) systems to code medical data for storage in the patient records. Often, local codes are used that are not understandable or usable if the data is sent to a different hospital or Federal agency. We help clients to standardize the coding of data so that data can be sent outside of their organization. To do so, we map local codes to international standardized reference terminologies.
WHY HEALTHCARE DATA NEEDS TO MOVE
Clinical data must move at the speed of care. This video is a personal story of why clinical data exchange is so important to us at JPSys. In 2003, nursing homes did not communicate properly with hospitals to ensure continuity of care for patients. The prescriptions from the hospital did not transmit to the nursing homes readily. The delayed care meant that patients had to wait to be seen by the doctor before they could be given any medications. As a result of the data not traveling with them, the patients would go into withdrawal from not being able to get their medicine in a timely manner.
